Carl MacQuarrie

Carl MacQuarrie is Counsel in Dentons Canada's Regulatory group, specializing in Telecommunications Law. He is known for his knowledge of Canada's communications regulatory frameworks and his enthusiasm for innovative technologies, having participated extensively before key regulatory bodies, including the Canadian Radio‑television and Telecommunications Commission (CRTC), Innovation, Science and Economic Development Canada, and the Competition Bureau of Canada.

Carl's practice includes regulatory advocacy in policy and technical consultations, competition policy and market entry (including mergers and acquisitions, wholesale services, wireless competition, and provider registrations), spectrum licensing and auctions, network deployment, and compliance with consumer codes and technical requirements (STIR/SHAKEN, Next Generation 9‑1‑1, telemarketing). He also advises on accessibility legislation, including the Accessible Canada Act and the Accessibility for Ontarians with Disabilities Act. Prior to joining Dentons, he completed his articles with the CRTC and practised as regulatory counsel for two of Canada's largest telecommunications service providers.

He holds an LL.B from the University of Ottawa (2010) and a B.Mus from McGill University (2006). He was admitted to the Ontario Bar in 2012.
