Rose M. Carter, KC

Rose M. Carter, KC is a Senior Counsel in Dentons' Edmonton office, focusing on health law and medical negligence. She is a King's Counsel with more than 30 years of experience in the health law field.

She assists medical practitioners (including physicians, IMGs, dentists, nurses and other health care practitioners), as well as scientific professionals, in navigating the regulatory requirements of private and public practice. She has appeared before all levels of courts in Alberta and before various administrative law tribunals. She is also an Adjunct Professor in the Faculty of Medicine and Dentistry at the University of Alberta, where she lectures on medico-legal issues, and serves as an executive member of the Medical Council of Canada, as Chair of its Appeals Committee, and as a council member of the Royal College of Physicians and Surgeons of Canada.

Rose holds an LL.B from the University of Wales (1987) and a B.A. from the University of Alberta (1978).

She is recognized by The Best Lawyers in Canada for Personal Injury Litigation and Health Care Law, and was named "Lawyer of the Year" for Health Care Law (2025). She has served two terms as a Bencher of the Law Society of Alberta.
